Launch system settings with a right-click on the desktop

This action will add a menu item on the desktop to launch system settings.

The following programs must be installed and available:

Can I suggest this is a default install? It is fantastically useful.

It should be default, indeed, but it's also good to know it's already available from right-clicking any panel :)
